Class 2 vs Class 3 Safety Vests: What ANSI/ISEA 107 Actually Requires

Two vests hang on the same rack. Same neon yellow-green, same silver stripes, eight dollars apart. One of them keeps your crew legal on a state highway shoulder. The other gets a flagger written up. The difference is almost never the color, and it usually isn't the price — it's how many square inches of fluorescent fabric and reflective tape the manufacturer had to put on the garment before it could carry its label.

Here is what ANSI/ISEA 107 actually requires for Class 2 vs Class 3 safety vests, where each one is legally mandated, and how to tell in about ten seconds which one you're holding.

The short answer

A Class 2 vest is the working minimum for most crews exposed to traffic moving up to roughly 50 mph: road maintenance, utility work, surveying, municipal crews, parking and airport ramp staff, delivery yards, security, and warehouse traffic aisles.

A Class 3 garment is what you need when traffic exceeds 50 mph, when sight lines are poor, or when the worker cannot devote full attention to approaching vehicles — flagging, incident response, tow operations, and night highway work.

Class 3 gets there by covering more of the human being. More background fabric, more reflective tape, and material on the arms so a driver reads a moving person instead of a floating rectangle.

Check the Type before you argue about the Class

ANSI/ISEA 107-2020 sorts high-visibility safety apparel into three Types first. The Class number only means something inside a Type, and buyers get this backwards constantly.

Type O — off-road

One class only: Class 1. Intended for workers around moving vehicles and equipment but not exposed to public roadway traffic. Warehouse floors, factory yards, cart retrieval, refineries and gas sites. A Type O Class 1 vest is not roadway-legal, no matter how bright it looks.

Type R — roadway

Class 2 and Class 3. This is the type that satisfies federal roadway requirements, and it is what the overwhelming majority of construction, DOT, utility and municipal buyers actually need. When someone says "Class 2 vest" without qualifying it, they almost always mean Type R Class 2.

Type P — public safety

Class 2 and Class 3, cut shorter so police, fire and EMS can reach duty belts and equipment. Type P trades background fabric area for wider reflective tape — a Type P Class 2 needs 450 in² of background material where Type R Class 2 needs 775 in², but Type P uses 2-inch trim instead of 1.38-inch.

The numbers behind the label

These are the minimum material areas from ANSI/ISEA 107-2020. This table is the entire Class 2 vs Class 3 argument, in one place:

Two things jump out. First, Type R Class 3 needs roughly 60% more fluorescent fabric and 54% more reflective tape than Class 2 — which is why a true Class 3 is almost always a sleeved garment or a vest-and-sleeve combination, not a plain mesh vest. Second, the standard also demands 360-degree coverage with horizontal gaps no wider than 50 mm, so tape has to wrap the torso rather than sit only on the front.

Where each class is legally required

OSHA has no standalone high-visibility apparel standard. It enforces hi-vis through the General Duty Clause and through the flagger requirements in its construction rules, which point at the Federal Highway Administration's Manual on Uniform Traffic Control Devices.

The MUTCD is where the actual mandate lives. Under 23 CFR Part 634, carried into the MUTCD, all workers within the right-of-way of a federal-aid highway who are exposed to traffic or to construction equipment must wear ANSI/ISEA 107 Performance Class 2 or Class 3 apparel. The 11th edition of the MUTCD, effective January 2024, moved that language into Section 6C.05 and updated its reference from the 2004 edition of the standard to the 2015 edition. The Class 2-or-3 floor did not change.

Practical translation: if your people are inside the right-of-way, Class 1 is off the table. Class 2 is your floor, and you step up to Class 3 based on speed, sight distance, and how much attention the worker can spare.

Class E and the Class 3 ensemble

Class E covers hi-vis pants, bib overalls and gaiters. On its own, Class E is not a compliant garment — there is no such thing as being "dressed in Class E." Its purpose is combination: pair Class E trousers with a Class 2 or Class 3 upper garment and the complete outfit is rated as a Class 3 ensemble. That's often the cheapest, coolest way to get a summer crew to Class 3 without putting them in sleeves.

Five things that quietly void a compliant vest

  1. No label, no compliance. A conforming garment must be marked with the manufacturer, style, size, the standard name including the year (e.g. ANSI/ISEA 107-2020), a pictogram showing Type and Class, and a maximum wash count. If the label is gone or illegible, so is your documentation.
  2. Washing it past its rating. That max wash number exists because retroreflective tape degrades. A vest that has been through 80 cycles on a 50-cycle label may still look silver and still fail photometric performance.
  3. Faded background fabric. Fluorescence is what buys you daytime and dusk conspicuity, and UV exposure kills it. A sun-bleached vest that has gone pale lime is no longer doing the job the 775 in² was there to do.
  4. Wrong color for the environment. Fluorescent yellow-green, orange-red and red are all permitted. Yellow-green is generally most conspicuous, but against heavy summer foliage or yellow equipment, orange gives far better contrast. Pick for contrast, not habit.
  5. Assuming accessories count. This is the one that trips up safety managers. Hi-vis gloves, beanies, armbands and hard hat covers do not count toward the square-inch minimums. They are genuinely valuable — motion at the hands is one of the strongest cues a driver gets — but they supplement a compliant garment, they never substitute for one.

Spec'ing for a mixed crew

Most of our B2B customers aren't running a single job type, so a simple rule set beats a single blanket purchase:

  • Inside a building or a fenced yard, no public traffic: Type O Class 1 is defensible.
  • On or beside a public road, traffic under 50 mph, worker facing traffic: Type R Class 2.
  • Over 50 mph, night work, flagging, poor sight lines, or the worker's back is to traffic: Type R Class 3, or Class 2 plus Class E pants.
  • Police, fire, EMS needing duty-belt access: Type P.
  • Any of the above: add hi-vis gloves for biomotion, on top of — not instead of — the rated garment.

And buy at least one size above what a worker wears in street clothes if they layer. A Class 2 vest stretched over a winter coat with the front hanging open is losing the background area it was certified with.

One last note worth watching: ISEA has a sixth edition of ANSI/ISEA 107 working through the revision process, with changes proposed around test methods, colorfastness, tear resistance and garment sizing consistency. Nothing in the Class 2 vs Class 3 material minimums is expected to move, but the label year on new stock will eventually change. We'll cover it here when it lands.
